Answer: Yes. In fact, the law states that because the owner is the government and doesn’t pay taxes, the Secretary of the Treasury will create regulations that allow the person or entity primarily responsible for designing the lighting system to gain the benefits of the Commercial Buildings Deduction in the place of the owner.
